LightUp electronic blocks and AR app teaches kids circuitry basics (hands-on)

LightUp electronics building blocks and augmentedreality app teaches kids circuitry basics handson

There are plenty of kits out there designed to help kids learn the ins and outs of electronics, but LightUp hopes to stand out from the crowd with not just easy-to-use building blocks but an accompanying augmented reality app as well. From resistors and LED modules to light sensors, each block represents a real component that can be attached to each other via magnetic connectors, hopefully creating a circuit in the process. LightUp even offers an Arduino-compatible microcontroller block to help kids start coding -- clip the programming wand to the block, hook it up to your computer, and away you go.

What really sets LightUp apart is the aforementioned AR app. Simply snap a picture of your circuit, and the software will let you know what's wrong with it if there's a mistake. If everything's working, it'll display an electrical flow animation atop the picture, showing kids the magic of electricity. We had a go at creating a circuit ourselves, and were delighted at how easy it was. The connectors fit in either direction, and can be attached and reattached with ease. We also saw a brief demo of the prototype application, and sure enough, it showed us when an LED block was placed backwards with an error message -- you can see it in action in the video below.

Vodafone keeps Verizon payout after European weakness

LONDON (Reuters) - Vodafone posted the largest ever fall in its main revenue measure on Tuesday, forcing it to keep a dividend from its healthy U.S. arm to compensate for a slump in southern Europe.

The world's second largest mobile operator, at the centre of intense speculation as to whether it will sell its stake in U.S. business Verizon Wireless in one of the world's largest deals, said it had also been hit hard by regulatory cuts and the timing of last year's leap year.

Rapid growth in Verizon, a solid performance in emerging markets and cost cuts however helped the group to offset some of the weakness and report slightly better than expected profit and earnings per share.

Shares in the group were flat in early trading.

"We have faced headwinds from a combination of continued tough economic conditions, particularly in Southern Europe, and an adverse European regulatory environment," Chief Executive Vittorio Colao said.

"Thanks to further strong progress this year in our key areas of strategic focus ... and an excellent performance from Verizon Wireless, we have achieved good growth in adjusted operating profit and adjusted earnings per share."

The company will keep a 2.1 billion pound dividend payment from Verizon rather than returning it to shareholders.

Colao declined to comment on whether he would consider a sale of his 45 percent stake in the Verizon Wireless business, merely saying that he had nothing new to report on a transaction that could total $120 billion.

Majority owner Verizon Communications, which has made little secret of its wish to buy out its British partner, has ramped up the pressure in recent months, saying that it believed it could buy the asset in a tax-efficient way.

The full-year results highlighted the dilemma for Colao, with Verizon growing at a rapid rate compared with assets in the core European markets that have now struggled for several years.

Vodafone posted a 4.2 percent quarterly fall in organic service revenue, broadly in line with forecasts but significantly worse than the 2.6 percent it recorded in the third quarter and the largest quarterly drop since the company started using the measurement in 2003.

The steepest falls came from southern Europe, where operators are cutting prices to win business from struggling consumers. In Italy service revenue fell 12.8 percent, while in Spain it was down 11.5 percent.

The group also took a 1.8 billion pounds impairment charge on its business in Italy, taking the total writedowns for Spain and Italy for the year to 7.7 billion pounds.

Having completed a three year dividend programme that guaranteed 7 percent growth per year, Vodafone said it now aims at least to maintain the ordinary dividend per share at current levels.

Full year margins on core earnings were down 0.5 percentage points on an organic basis to 29.9 percent, from 33.1 percent just three years ago.

"The situation in southern Europe remains one of disappointment, where a service revenue decline was compounded by a writedown in both Spain and Italy," said Richard Hunter, head of Equities at Hargreaves Lansdown Stockbrokers.

"The question of the Verizon stake remains at the top of the agenda for investors, although Vodafone's decision hitherto to stay put continues to reap measurable rewards, quite apart from the value of its stake appreciating by the year."

Overall the group posted its first fall in full-year sales since 2005, down 4.2 percent to 44.4 billion pounds ($67.6 billion), while core earnings fell 3.1 percent to 13.3 billion pounds.

Its adjusted operating profit however was above guidance, up 9.3 percent to 12 billion pounds.

Social media played a place this year, with companies like Kobos, Nossa Familia, Oblique Coffee Roasters and Rose City Coffee moving up in the ranking. Some notable changes: With the exception of Barista Coffee and Ristretto Roasters, none of the coffeehouses that made last years? list placed in the top ten in 2013. Heart Roasters, which came out of nowhere last year to place 4th, plummeted, getting only 20 votes, followed closely by Coava Coffee Roasters, Coffeehouse NW, Jim & Patty?s and Extracto. Stumptown dropped way down, receiving 18 total votes; it is interesting that they won the 2013 survey for Best Roaster, but were half way down for Best Coffeehouse.

Later this afternoon we?ll do a drawing for the winner of the $25 gift certificate to Barista Coffee, and will be notifying them by email.

We've already spent some quality time with Nokia's handsome Lumia 925 and while it's no secret the company's Windows Phone flagship is coming to the US courtesy of T-Mobile, we'd never actually seen the carrier-branded model -- until now, that is. Nokia brought T-Mobile's version of the handset to CTIA 2013 where we took it for a brief spin. As you'd expect, the phone is identical to its global twin save for the operator's logo below the capacitive button and the radios which support T-Mobile's bands. Unfortunately, the Lumia 925 we played with was not final, so the software was off limits. In terms of hardware, it features the same 4.5-inch 1,280 x 768 AMOLED screen, 1.5GHz Snapdragon S4 Pro processor, 1GB RAM, 16GB of storage and 8.7-megapixel camera with OIS. This is definitely one of Nokia's most attractive designs yet, and we're looking forward to getting our hands on a review unit soon. In the meantime, why not check out the gallery below?

Combined wood and tobacco smoke exposure increases risk and symptoms of COPD

May 20, 2013 ? People who are consistently exposed to both wood smoke and tobacco smoke are at a greater risk for developing chronic obstructive pulmonary disease (COPD) and for experiencing more frequent and severe symptoms of the disease, as well as more severe airflow obstruction, than those who are exposed to only one type of smoke, according to the results of a new population-based study conducted by researchers in Colombia.

The results of the study will be presented at the ATS 2013 International Conference.

"Although previous studies have shown a definite link between wood smoke exposure and the development of COPD, those studies were case-controls and case series of patients with similar disease or health profiles," said study lead author Carlos Torres-Duque, M.D., director of research at the Fundacion Neumologica Colombiana in Bogota. "This new data derives from a population-based study that looked at wood smoke exposure and the overall prevalence of COPD, as well as the characteristics of the disease and those who suffer from it."

About 40 percent of the world's population uses solid fuels -- especially wood -- for cooking or heating, he noted.

For this study, Dr. Torres-Duque and his colleagues used data from the PREPOCOL (Prevalencia de la Enfermedad Pulmonar Obstructiva Cr?nica en Colombia) study which evaluated the prevalence of COPD among the adult residents of five Colombian cities. The study included 5,539 subjects, 8.9 percent of whom were diagnosed with COPD. The study participants were divided into four groups: those who were exposed to wood smoke and who had never smoked tobacco (30.9 percent); those who were exposed to tobacco smoke but had no exposure to wood smoke (18.7 percent); those who had been exposed to both types of smoke (29.8 percent); and those who had exposure to neither type of smoke (20.6 percent).

Patients' lung function was measured using spirometry, a technique used to measure the amount of air a person is able to inhale and exhale, and all patients completed a standardized respiratory questionnaire to identify exposure to smoke.

In their initial review of data, the researchers learned that 53 percent of those diagnosed with COPD had both wood and tobacco smoke exposure; moreover, the prevalence of COPD increased as exposure to wood smoke increased.

After adjusting for specific factors including age, active and passive tobacco smoking, education level, history of TB and altitude, the researchers found that wood smoke exposure of 10 or more years posed a significant risk factor for developing COPD in both men and women and those with both wood and tobacco exposure had poorer lung function scores and more phlegm and coughed more frequently than those who had exposure to only one type of smoke.Among the COPD population, those who were exposed only to wood smoke tended to be women, to have higher BMIs and to be shorter than those exposed to tobacco smoke or to a combination of wood and tobacco smoke.

"In the population we studied, exposure to wood smoke was identified as an independent risk factor for developing COPD, both in women and men," Dr. Torres-Duque said. "In addition, the prevalence of COPD was significantly higher in those who were exposed to both wood and tobacco smoke and those with both exposures had more symptoms and more severe disease than those who were exposed to only one type of smoke."

This result suggests that the combination of wood and tobacco smoke produces an additive effect that causes an increase in COPD prevalence and in the frequency of COPD symptoms, he added.

"It is also possible that the responses of the lungs and airways could vary, based on the pollutants to which they're exposed," Dr. Torres-Duque noted.

Future studies might provide additional data regarding varying responses and help clinicians determine specific treatments based on exposures, he said.

First rule of social media, know thy audience ? North Bay Business ...

In my column last month (Social media strategy increases odds for success, April 1, 2013), I wrote about how imperative it is to have a plan for your social endeavors. Many business owners and marketers approach me to ask, ?Should I be on Facebook? Should I be using LinkedIn?? It?s never a simple answer because there are many factors that go into the decision to use a particular social tool. Choosing to use a platform for the wrong reasons can doom your plan so I?d like to expand on how one makes that decision.

?

First, I ask if they have their goals established and then I inquire about their audience. In order to know which tools are appropriate for your objectives, you must know whom you are trying to reach with your marketing message. An accounting company that serves the wine industry will need to take a different communication approach than one that works exclusively with retail.

?

Each organization I?ve worked with has approximately three targets or types people they are trying to reach. It?s important for you to not only identify those targets, but to create a mockup of who they are and their needs so that you can speak directly to them. Here are some questions to ask to help you get to know your potential and current customers better.

?

WHO is your audience?

Consider their gender, ethnicity, socio-economic status, education level, career path, family status, language, religious observance, stage in life, as well as generational placement. Remember, your audience is multi-layered incorporating several factors at once.

?

WHAT do they want to hear from you?

We tend to write what we personally want to hear. Step outside of yourself and think about what?s important to them, what information they will find valuable. Don?t be afraid to ask your clients and customers what they want from you. They will be pleased that you care and you will gain necessary insight.

?

WHEN do they want to hear your message?

Time is a big concept. Think about time of day as well as month, your business seasons, and placement on the yearly calendar. As an example, wedding industry vendors will need to start communicating with their bridal clients 9-15 months before their weddings, which tend to be in the summer. Those that target young families will want to recognize that 4-8pm is a very quiet time on social networks due to the end of the work day, picking up children, dinner, and bedtime. Investigate time in all aspects.

WHERE are they?

This question isn?t so much about physical location, though this is something you must consider, it?s about where they ?live? on the Internet. By now you?ll recognize one of my favorite resources of statistical data is Pew Research Center?s Internet & American Life Project (www.pewinternet.org). Once you?ve answered the Who question, you?ll be able to navigate to Pew and learn more about where your audience likes to spend their time in social spaces. With easy to understand data and clear graphs, you?ll quickly learn where on the web you and your brand should be spending your time.

WHY are you there again?

After you have gone through the exercise of answering each of these important questions, you will be best served by reiterating your overall goals. Your goals for social media use should be in line with your organization?s mission and now you have plenty of information with which to clarify your direction.

?

A few things to consider ? increased sales or donations are a metric of performance, not a true goal. Your organization?s mission may be stated as such, ??to provide great products/services/experiences.? Your social media plan should reflect that position. Social media is about people, communication, and relationships. When approached from this mindset, rather than one of pure finance, is when it works best. Monetary gain is a side benefit of having open communication with your audience.

In my article about strategy, I mentioned the need to make adjustments. Even with statistical data from Pew Internet, www.alexa.com, or www.comscore.com, there?s no guarantee that there won?t be changes with your audience preference. Historically, they may have preferred Twitter but today they may move on to something else. Recognize that even if all signs point to using a particular tool, you will have to measure and observe your performance and the engagement of your audience to determine if, in fact, you have chosen the right tool.

You and I both know that if you don?t respect and understand your audience, they will find someone that will.

Abolish the IRS (and the Income Tax With It) - Reason.com

The Internal Revenue Service has been caught engaging in political profiling while processing applications for tax-exempt status. In this case it was against organizations with ?tea-party? or ?patriot ? in their names and other right-wing groups. Next time it could be libertarian or left-wing antiwar and pro-civil-liberties groups. No dissenter can ever rest assured he is safe from the?arbitrary power?of the?IRS.

Nothing will have been learned from this scandal if all that happens is the firing of some IRS administrators and the issuance of new guidelines on 501(c)(4) applications. That is not nearly enough.

Obviously, tax exemptions exist only because individuals and some organizations are subject to income and other forms of taxation. Congress levies a tax on incomes, then in its ?wisdom? chooses to exempt certain activities but not others. This is social engineering, with Congress seeking to encourage some kinds of organizations ? while not forgoing more revenue than necessary. The IRS then writes rules to carry out the directions of Congress.

Where possible, people will naturally strive to qualify for exemption by pushing the boundaries of the regulations. That incentive will always be strong because a nonprofit organization that is exempt from taxation will have more resources with which to pursue its mission. Since the language of statutes and regulations is inevitably vague, the IRS will have room to interpret when ruling on who qualifies and who doesn?t qualify for exemption. The line between vigilance and harassment is not bright, and the potential for abuse is great.

It should be apparent that this power, which is inherently arbitrary, ill suits a society that sees itself as free.

Take the current controversy. The?IRS?says that to qualify for 501(c)(4) tax-exempt status, a nonprofit organization must ?be operated exclusively to promote social welfare.? To do that the ?organization must operate primarily to further the common good and general welfare of the people of the community (such as by bringing about civic betterment and social improvements).?

What exactly constitutes the common good and general welfare of the people of the community, or civic betterment and social improvements? The IRS will let you know. What does ?primarily? mean and how does it relate to the seemingly contradictory exclusivity requirement? This is subject to a ?facts and circumstances? test ? that is, the IRS will decide. Approved activities are generally regarded as educational, but how broadly or narrowly that term is interpreted is left to the IRS and, if challenged, to the courts. Lobbying for ?legislation germane to the organization?s programs is a permissible means of attaining social welfare purposes.? However, direct or indirect participation in political campaigns is not regarded as promotion of social welfare ? although an organization ?may engage in some political activities, so long as that is not its primary activity. However, any expenditure it makes for political activities may be subject to tax.?

As this demonstrates, once government undertakes to tax income, it acquires even more power through its authority to define ?income,? ?taxable income,? subsidiary terms, and the rules of exemption. There is no escape from arbitrariness and caprice.

One might propose to remove the government?s arbitrary power by ending tax exemption. But that would make the tax burden worse. And besides, politicians aren?t likely to agree, because they would be giving up the power to dispense favors that manipulation of today?s tax code affords.

There?s a better way to go that?s demanded by liberty and justice. Since taxation is nothing less than the confiscation, under threat of force, of what belongs to productive individuals, it has no place in a free society. In other words,?everyone?should be exempt from income and other taxation. (Americans lived without income taxation for more than 125 years.) If something can?t be accomplished through consent, contract, and cooperation ? without aggressive force ? we should ask whether it is worth doing.

When the income tax was first proposed in America years ago, opponents always had the same word of warning: inquisitorial. How right they were.

Netanyahu: Israel will take action to prevent Syrian 'weapons leakage' to Hezbollah

On Sunday, Israeli Prime Minister Benjamin Netanyahu stated Israel would prevent the movement of weapons from Syrian President Bashar al-Assad's regime to Hezbollah militants in Lebanon. He made no mention of past or future air strikes.

Although?Israel?has not publicly taken sides in the civil war between Syrian President?Bashar al-Assad?and rebels trying to topple him, Western and Israeli sources say it has launched air strikes in?Syria?to destroy weapons it believed were destined for?Lebanon's Hezbollah.

In public remarks at the weekly meeting of his cabinet, Netanyahu made no direct mention of those attacks, but said?Israel?was prepared to take action in the future and was "preparing for every scenario" in the Syrian conflict.

Israel?had a policy "to prevent, as much as possible, the leakage of advanced weapons to Hezbollah and terror elements," he said.?"We will act to ensure the security interest of?Israel's citizens in the future as well."

Tzipi Livni, a member of?Netanyahu's security cabinet?and a former foreign minister, said: "I don't think there is anyone in?Israel?eager to take action" in?Syria, hinting at concerns that any strike could provoke a wider conflict.

In an interview with?Israel's?Army Radio, Livni also said Israeli politicians ought to avoid taking sides.

"Israel?isn't popular in?Syria. Therefore any such statement could only be used as ammunition by one of the sides to try and divert the debate or the violence toward?Israel?and that's the last thing we need," Livni said.

Israel?has neither confirmed nor denied reports that it attacked Iranian-supplied missiles stored near?Damascusthis month that it believed were awaiting delivery to Hezbollah, which fought a war with?Israel?in 2006 and is allied with Assad.

SUPERSONIC MISSILE

A Russian shipment of Yakhont anti-ship missiles to?Syria?was condemned by the?United States?on Friday, andIsrael?is also alarmed by the prospect of?Moscow?supplying S-300 advanced air defence missile systems toDamascus.

Netanyahu held talks in?Russia?on Tuesday with President?Vladimir Putin?on the Syrian crisis but gave no public indication whether?Israel's concerns over the Russian weaponry had been eased.

Amos Gilad, a senior?Israeli Defence Ministry?official, said on Saturday the S-300 and the Yakhont, weapons that could complicate any plans for foreign military intervention in?Syria, would likely end up with Hezbollah and threaten both?Israel?and U.S. forces in the Gulf.

"Yakhont is a cruise missile that can hit targets at sea and strategic targets. (It is) a supersonic missile, (with) a range of 300 km, very sophisticated," Gilad said on?Israel's Channel Two television on Saturday.

"The Russians sent it to?Syria, beside the strategic defence system called the S-300. There are a number of versions, and they are sending them one of the good versions," he said.

General?Martin Dempsey, chairman of the U.S. Joint Chiefs of Staff, said on Friday?Russia's delivery of anti-ship missiles to Assad was "ill-timed and very unfortunate" and risked prolonging a war that has already killed more than 80,000 Syrians.

A spokesman for Putin, while not responding directly to assertions?Russia?had sent the anti-ship missiles, saidMoscow?would honour contracts to supply?Syria, a long-time weapons customer.

EU law key to ending 'too big to fail' banks: BoE's Tucker

LONDON/STRASBOURG, France (Reuters) - A European Union law up for a vote on Monday will only fully shield taxpayers from bailing out troubled banks if there is a global framework as well, a top UK regulator said on Monday.

Bank of England Deputy Governor Paul Tucker said the EU law on bank recovery and resolution would be a milestone towards a global system and help convince markets that governments were no longer willing to rescue "too big to fail" lenders.

Since governments had to shore up banks during the 2007-09 financial crisis, regulators have wanted to stop markets assuming big banks would not be allowed to go out of business.

The European Parliament's economic affairs committee holds a first vote in Strasbourg, France at 1830 GMT. It has joint say with EU states on the law that gives regulators powers to impose losses on creditors, replace management and take other steps when a bank gets into trouble.

In a speech in the Netherlands, Tucker said there had been "marked convergence" recently on a global approach to winding down banks which typically have operations in many countries.

But more political impetus was needed as it would still be a "nightmare" to wind down a big bank, he added.

The EU law will have powers to force big banks to hold a cushion of bonds that can be converted into equity to shore itself up without taxpayer cash. Tucker said a discussion on such a cushion at the global level was still needed.

This "loss-absorbing" cushion should be equivalent to the amount of capital a lender holds in its capital buffer with an added margin for safety, he said.

The biggest banks will have to hold a core capital cushion of up to 9.5 percent by 2019 though many are already at or above this level due to market and supervisory pressures.

Banks should not hold large amounts of bonds of other banks and nor should insurers hold chunks of bank debt, Tucker said.

He backed EU consensus that depositors with up to 100,000 euros ($128,000) in their account should not suffer losses in a bail out, a step Monday's vote is expected to confirm.

There was also case for some uninsured depositors, such as small businesses and charities to be shielded also, he added.

EU finance ministers agreed last week that large, uninsured depositors should be subject to losses and the vote on Monday is expected to back this, on condition that any losses are imposed only after the bank's bondholders have been tapped first.

Even with an EU system in place, many banks will still need to restructure themselves to be wound up easily, Tucker said. The EU's financial services chief Michel Barnier will say in the autumn whether big banks should be broken up.

Latinos head to college at a record rate, now on par with white students

Latino high school graduates are enrolling in college at an all-time high and, for the first time, at a rate comparable to that of their white peers.

A record 69 percent of Latino students enrolled in college after their 2012 high school graduation, according to a new report by the Pew Hispanic Center. Overall, 66 percent of all 2012 high school graduates immediately enrolled in college, but Latinos did so at higher rates than whites (67 percent) and blacks (63 percent), according to preliminary data.

Latinos are the fastest-growing minority population in the US, but the increased rate of Latino students enrolling in college is more than just a demographic trend, says Pew senior research associate Richard Fry. It?s a sign that the education gap is narrowing,

In the past several years, Mr. Fry says, there has been a big push from the Latino community, higher education organizations, and scholarship foundations to keep Latino youths in high school and to help them through the process of getting into college.

?It seems to be paying off,? he says.

Since 2000, the rate of Latinos immediately entering college after high school has jumped 20 percent, while the rate of Latino high school dropouts has reached a record low: 14 percent of Latinos dropped out in 2011 compared with 28 percent in 2000, the report said.

For Elizabeth Garcia, who just finished her first year at Harvard University in Cambridge, Mass., going to college had been her dream since elementary school.

Raised in Palmetto, Fla., Ms. Garcia says she wants to achieve much more than what her neighborhood expects of Latino youths: high rates of violence, teen pregnancy, and high school dropouts. Her fifth-grade teacher told her she should consider becoming a plumber, because no college would ever accept her.

She realized how hard she would have to work to get into college, and she found support in high school teachers and her parents, who immigrated to the US from Guatemala and Mexico before she was born.

?From a young age, my parents would give us money if we got straight As,? Garcia says. But when Garcia got to high school, her parents could no longer afford to reward her good grades. By then, she says, ?the will and determination to do well had already been instilled in me.?

Garcia?s college-going experience ? attending a four-year private university full time, on a full-ride scholarship ? isn?t the typical Latino college experience.

Latinos still trail whites on several higher education measures, the Pew report said:

  • Latinos are less likely than whites to enroll in four-year colleges (56 percent compared with 72 percent of recent high school graduates).
  • They are less likely than whites to attend a selective college (60 percent compared with 85 percent of sophomores who enrolled in a four-year college).
  • Latinos are less likely than whites to enroll in college full time (78 percent compared with 85 percent among college students 18 to 24 years old).
  • They are less likely than whites to complete a bachelor?s degree (11 percent compared with 22 percent of 22- to 24-year-olds who had attained a bachelor?s degree).

?College-going is not a small chore in America,? Fry says. Students and their families must navigate a complicated process and start to make plans during high school about what to do after graduation ? they have to decide where they want to go, take the right courses, and apply for financial aid. For immigrant families, in which many of the parents have not attended college, knowing the process of how to apply to college can be an obstacle, he adds.

With the lackluster economy hitting Latino youths harder than white youths, Latino families are increasingly recognizing the importance of staying in school, the Pew report said.

?We see changing parental attitudes shifting toward the importance of work versus the importance of schooling for their teenagers,? Fry says, referring to previous Pew research. In 2009, 84 percent of Latinos ages 16 and older said a college degree is necessary to get ahead in life, compared with 74 percent of all Americans.

?In all Hispanic families there is a passion and determination to do better for oneself,? Garcia says. ?We don?t have to be migrant workers, tomato pickers, or construction workers. Not that there is anything wrong with those jobs, but there is more we can do for the community and for the world.?

In a commencement address at Atlanta's historically black Morehouse College, President Obama said graduates should "find time to defend the powerless."

The president said his own success was due to "the special obligation I felt, as a black man like you, to help those who need it most, people who didn't have the opportunities that I had ? because there but for the grace of God, go I. I might have been in their shoes. I might have been in prison. I might have been unemployed."

In New Jersey, Rutgers University graduated the largest class in school history ? an estimated 14,302 students.

At New York's Hofstra University, students wore white ribbons at their graduation ceremony in honor of Andrea Rebello, one of their colleagues killed by a gunshot early Friday morning. A police officer accidentally killed 21-year-old Rebello as an armed intruder held her in a headlock.

(AP) ? Authorities believe the driver who plowed into dozens of hikers marching in a Virginia mountain town parade suffered from a medical condition and did not cause the crash intentionally, an emergency official said Sunday.

Officials did not have a formal confirmation or any specifics on the condition, but based on the accounts of authorities and witnesses on the scene, they are confident the issue was medical, according to Pokey Harris, Washington County's director of emergency management. "There is no reason to believe this was intentional," she said.

In what witnesses called a frantic scene at the parade, about 50 to 60 people suffered injuries ranging from critical to superficial Saturday. No fatalities were reported. Three of the worst injured were flown by helicopter to area hospitals.

Two people were kept at hospitals overnight, but their injuries were not critical as of Sunday, Harris said. "For the most part, everyone was treated and released," she said.

The crash happened around 2:10 p.m. Saturday during the Hikers Parade at the Trail Days festival, an annual celebration of the Appalachian Trail in Damascus, near the Tennessee state line about a half-hour drive east of Bristol.

Damascus Police Chief Bill Nunley didn't release the driver's name or age but said he was participating in the parade and he had traversed the Appalachian Trail in the past. Several witnesses described him as an elderly man.

Nunley said the man's 1997 Cadillac was one of the last vehicles in the parade and the driver might have suffered an unspecified medical problem when his car accelerated to about 25 mph and struck the crowd on a two-lane bridge along the town's main road. The driver was among those taken to hospitals.

"It is under investigation, and charges may be placed," Nunley said Saturday.

On Sunday, festival events were continuing as scheduled, Harris said. Mayor Jack McCrady had encouraged people to attend the final day.

"In 27 years of this, we've never had anything of this magnitude, and is it our job to make sure it doesn't happen again," he said.

Harris said that the incident left a "sad heart and black cloud" over the event and that people were proceeding with "heightened awareness." But she emphasized the crash was an accident and said no additional security measures were taken.

On Saturday, Rudolph "Chip" Cenci, 64, of Minoa, N.Y., told The News-Item newspaper in Shamokin, Pa., that he heard people yelling "get out of the way" and turned around to find the car was about to hit him. He jumped onto the hood and held onto the gap at the base of the windshield near the wipers. He said the driver had a blank stare on his face.

"I bet you that man never realized someone was on his hood," Cenci said.

Cenci said he had a bump on his knee but was otherwise OK. He added that his wife, Susan, 63, narrowly missed being hit.

Amanda Puckett, who was watching the parade with her children, ran to the car, where she and others lifted the car off those pinned underneath.

"Everybody just threw our hands up on the car and we just lifted the car up," she said.

Keith Neumann, a hiker from South Carolina, said he was part of the group that scrambled around the car. They pushed the car backward to free a woman trapped underneath and lifted it off the ground to make sure no one else was trapped.

"There's no single heroes," he said. "We're talking about a group effort of everybody jumping in."

Tea party looks to take advantage of moment

DES MOINES, Iowa (AP) ? Is the tea party getting its groove back? Shouts of vindication from around the country suggest the movement's leaders certainly think so.

They say the IRS acknowledgement that it had targeted their groups for extra scrutiny ? a claim that tea party activists had made for years ? is helping pump new energy into the coalition. And they are trying to use that development, along with the ongoing controversy over the Benghazi, Libya, terrorist attacks and the Justice Department's secret seizure of journalists' phone records, to recruit new activists incensed about government overreach.

"This is the defining moment to say 'I told you so,' " said Katrina Pierson, a Dallas-based tea party leader, who traveled to Washington last week as the three political headaches for President Barack Obama unfolded.

Luke Rogonjich, a tea party leader in Phoenix, called the trio of controversies a powerful confluence that bolsters the GOP's case against big government. "Suddenly, there are a lot of things pressing on the dam," said Rogonjich.

It's unclear whether a movement made up of disparate grassroots groups with no central body can take advantage of the moment and leverage it to grow stronger after a sub-par showing in last fall's election had called into question the movement's lasting impact. Republicans and Democrats alike say the tea party runs the risk of going too far in its criticism, which could once again open the door to Democratic efforts to paint it as an extreme arm of the GOP.

At the very least, furor over the IRS in particular is giving the tea party more visibility than it has had in months, and it's providing a new rallying cry for tea party organizers starting to plot how to influence the 2014 congressional elections.

The tax-agency scandal ? it has led to the acting IRS commissioner's ouster, a criminal investigation and Capitol Hill hearings ? seems to validate the tea party's long-held belief among supporters that government was trampling on them specifically, a claim dismissed by ousted commissioner Steven T. Miller. He has called the targeting "a mistake and not an act of partisanship."

Nevertheless, Sen. Marco Rubio, R-Fla., elected in 2010 with tea party backing, said the IRS scandal "confirms many of the feelings that led to the tea party movement in the first place."

"What's happened here is a reminder of, this is what happens when you expand government," he said. "That and the disaster that is Obamacare is going to be a real catalyst in 2014 and beyond."

Tea party activists hope they also can drive support ahead of the elections by stoking widespread suspicions that the Obama administration and State Department are hiding key details about the September 2012 attack in Benghazi, Libya, that killed the U.S. ambassador and three other Americans. The seizure of Associated Press phone records also plays into their argument that government is too intrusive.

Tea party activists have tried to take advantage of the issues that have put some of their central tenets ? limited government and civil liberties ? in the spotlight.

From around the country last week, they headed Washington to hold a news conference on the Capitol steps and meet with members of Congress. Those who stayed home jammed House and Senate phone lines with calls urging congressional action as the IRS saga unfolded. An email from Teaparty.org that was sent to activists proclaimed: "We've worked so hard these past few years and it's paying off! We're witnessing the unraveling of a presidency at an unprecedented rate."

Freedomworks, a national tea party group, spent the week circulating petitions for congressional hearings and encouraging leaders of local groups who believe they have been targeted by the IRS to include their story on a national database to build the case against the agency.

"Perhaps all this attention will break something loose," said Jim Chiodo, an activist from Holland, Mich.

It wasn't long ago that the tea party was the hot new political kid on the block, bursting onto the national scene during the contentious summer debate over health care in 2009. Over the next few years, the loosely affiliated conservatives and civil libertarians would leave their mark on the 2010 elections by helping Republican candidates win Senate races in Florida, Kentucky, Utah and Wisconsin and scores of House races.

Those victories resulted in House and Senate Republican caucuses getting pushed to the right in legislative battles, making life difficult for Obama and his Democrats in an era of divided government.

But the movement's success was muted in 2012 when Republicans nominated the establishment-backed Mitt Romney for president, though he did little to inspire the tea party. He lost, and so did many tea party-backed House and Senate candidates.

Now, tea party activists say they are emboldened and won't be afraid to recruit candidates to run in Republican primaries against incumbents who appear to go easy on the Obama administration, particularly in light of the IRS scandal.

"It's one of those issues we should just raise hell about," said Nashville Tea Party leader Ben Cunningham.

Some say they're now even more suspicious of government than before.

"I personally feel so vindicated," said Mark Falzon, a New Jersey tea party leader. But he added: "What's scaring me now is what's going on below the water line that we're not seeing."

Republicans say that the tea party will have an opportunity come 2014 to make its mark again, particularly with Obama not at the top of the ticket. Also, they say that with Obama's health care law going into effect and with the slew of latest controversies, they now have concrete issues to point to when arguing against government overreach.

"Suddenly, this is a very real demonstration of too much power ceded to government bureaucrats," said Matt Kibbe, president of Freedomworks. "This is no longer theoretical."

Hey remember last year when this category didn?t even exist because the judges cited there were ?not enough contenders that reached the level of quality they were looking for?? Good times. Glad to see they brought the category back this year, despite axing the Best Limited Series category in its place. As you saw from the Best Continuing Series coverage, a few of the nominees are repeats, but seem to fit much better here. Moving on, today I?ll be focusing on the Best New Series category. If you need a reminder of what?s been nominated, you can find the entire list right here, and see what I chose last time right here.

A wonderful comic spin-off from the animated show, Adventure Time offers great fun for diehard fans and casual observers alike. Featuring a main story that spans several issues (first being about the Lich King, the second revolving around time travel) and several back-ups by a whole roster of talented individuals, this series is totally mathematical for readers of all ages. Sometimes she?s hired to retrieve valuable items that find their way into the wrong hands, sometimes she?s called by the police inspector for help. Bandette with the help of her crew the Urchins have their ways of getting certain items back. Absolutely gorgeous art from Colleen Coover, and fun storytelling by Paul Tobin.

Fatale, by Ed Brubaker and Sean Phillips (Image)

A beautiful woman with a mysterious past, a reporter in too deep, and human sacrifices for supernatural beings. The latest collaboration between Brubaker and Phillips, Fatale is a wonderful blend of noir, science-fiction, and horror with a dash of the occult for good measure.

Hawkeye, by Matt Fraction and David Aja (Marvel)

This is not your average superhero comic. Instead of fighting crime on a global scale, Fraction and Aja take Clint Barton and have him patrol just his own turf in New York City. The supporting cast of characters is great, and Aja?s use of color and facial expressions are just plain fantastic.

Saga, by Brian K. Vaughan and Fiona Staples (Image)

The series that brought Vaughan back to the comics medium definitely lives up to the hype. Telling a story reminiscent of Romeo and Juliet meets The Fifth Element, Vaughan and Staples throw us in the middle of a galactic war where magic and science are frequently being used in battle. Immediately you care for Marko and Alana, and hope that Hazel is going to live to tell the tale of how her parents first met.

Who I think should win:
Saga, by Brian K. Vaughan and Fiona Staples (Image)

Many people were afraid that Vaughan?s return to comics was going to be all hype, and disappointing overall. It was safe to say by the end of the first issue that BKV was back and better than ever, introducing us to one of the most original comics in recent memory. Staples flawlessly executes the big ideas, and the creative team works perfectly in unison as if they?ve been doing this series for the past five years.

With the series barely in its teens, it has quickly become the must-read comic of fans from all walks of the medium. By the second issue, people realized they were witnessing the birth of something beautiful. Vaughan and Staples show no signs of slowing down with their second year approaching, which only causes the loyal fanbase to get that much giddier.

Who I think could win:
Hawkeye, by Matt Fraction and David Aja (Marvel)

I know I said this could win in the Best Continuing Series category as well, and it?s because it?s that well-liked by so many people. Taking a character like Hawkeye and making a successful ongoing series is no small feat, and yet Fraction and Aja make it look easy. The covers and interiors by Aja are major eye-candy, and Fraction?s stories and dialogue make it one of the best titles at Marvel right now.

Who I think should have been nominated:
Conan the Barbarian, by Brian Wood and Becky Cloonan (Dark Horse)

Focusing on the early beginnings of everyone?s favorite barbarian, Wood and Cloonan bring a fresh new take on the character with great stories paired with fantastic art.
